Бүгінгі таңда мемлекеттік әкімшілік лауазымға үміткер кез келген азамат конкурсқа құжаттарын электронды түрде жолдап, әңгімелесу рәсіміне мемлекеттік органға келу қажеттілігінсіз үйінде отырып қашықтықтан онлайн түрде әлеуметтік желі қосымшалары (Zoom, Skype, Whatsapp т.б.) арқылы қатыса алады. Бұл өз кезегінде үміткерлердің уақыты мен қаражатын үнемдеуге ықпалын тигізгенін атап өткен жөн.
«Мемлекеттік қызметке орналасу ережелеріне» өзгерістер енгізу уақыты еліміздегі төтенше жағдаймен тұспа-тұс келді. Сол себепті ҚР Мемлекеттік қызмет істері агенттігінің Шымкент қаласы бойынша Департаменті тарапынан қаладағы мемлекеттік органдардың 30 мемлекеттік әкімшілік лауазымына орналасу үшін конкурстар жарияланып, барлық конкурс кезеңдері толықтай онлайн режимде өткізілді.
Мәселен, Әл-Фараби ауданы әкімі аппаратының мемлекеттік әкімшілік лауазымына конкурс арқылы бас маман болып тағайындалған Е.Әбілмәжінов: «Бұл өзгерістер әңгімелесу рәсіміне кез келген жерден қатысу мүмкіндігін беріп, маған қатысу үшін өте ыңғайлы болды. Себебі карантин кезінде конкурсқа үйден шықпай құжаттарымды тапсырып, әңгімелесу рәсіміне қатысу мүмкіндігін тудырды» – деп, оң пікірін білдірді.
Бұдан бөлек, әрекетке қабілетті әрбір кәмелетке толған Қазақстан Республикасының азаматы әңгімелесу рәсіміне байқаушы есебінде қатыса алады.
Осы ретте Шымкент қаласының Абай ауданы әкімі аппаратында өткізілген конкурсқа онлайн режимде байқаушы есебінде қатысқан азаматша М.Ергашева конкурста үміткерлерге лауазымдарына сәйкес сұрақтар қойылып, ашық түрде айқындалған тәртіппен өткендігін мәлімдеді. Одан бөлек онлайн режимде өткен әңгімелесу конкурс комиссиясының жұмысына кедергі келтірмегенін атап өтті.
Бос мемлекеттік әкімшілік лауазымдарға өткізілетін барлық конкурстардың заңға сәйкес және қабылданған ережелерге сай өткізілуі ҚР Мемлекеттік қызмет істері агенттігінің Шымкент қаласы бойынша Департаменттің басты назарында. Енгізілген өзгертулер азаматтар үшін мемлекеттік қызметке орналасу рәсімін жеңілдетеді және өткізілетін конкурстардың ашықтығына кепіл болары сөзсіз.
