Бағдарламаның мақсаты – қазақ мектептерінің 5-11 сынып оқушылары арасында көшбасшылық қабілеттерді қолдау және дамыту. Балаларға қарым-қатынас дағдылары үйретіледі – бұл көпшілік алдында сөйлеу, уақытты жоспарлау және басқару, өзін-өзі таныстыру және өзіне деген сенімділікті дамыту.
Оқушыларға қарым-қатынас, сыни ойлау негіздерін, көпшілік алдында сөйлеу және келіссөз жүргізу дағдыларын тиімді пайдалану үйретіледі. Факультатив сабақтар, ай сайынғы кездесулер, шеберлік сыныптар, танымал тұлғалардың қатысуымен көшбасшылық тренингтер және үздік оқушылар марапатталатын жыл сайынғы конференциялар жоспарланған.

Жоба мамандары тренингке қатысқан мұғалімдердің мектептеріне барып, сынып жағдайында бағалау жұмыстарын жүргізеді. Ал, жыл соңында жиын өткізіліп, дәрес алған ұстаздардың үздіктерін марапаттап, жаттықтырушы атанады. Осылайша 5 жылда жаттықтырушылардың сандарын арттыруды көздеп отырмыз», – деді Түркістан облысы Адами әлеуетті дамыту басқармасының басшысы Рахымбек Жолаев.
Бағдарлама аясында бір ай ішінде Түркістан мен Түркістан облысының және Шымкент қаласының 50 пилоттық мектебінен 100 мұғалім тренингке қатысады. Бағдарламаны бірінші болып 15 000-нан астам бала оқуды бастайды. Алдағы бес жылда Жамбыл, Қызылорда, Атырау, Маңғыстау, Батыс Қазақстан, Ақтөбе және Алматы облыстары қамтылмақ. Бағдарламаның жалпы бюджеті 5 млн. АҚШ долларын құрайды.
