Түркістан облысының әкімі Дархан Сатыбалдының тапсырмасымен Түркістан облысы агроөнеркәсіп кешенін дамытудың 2023-2027 жылдарға арналған Тұжырымдамасы әзірленді. Тұжырымдама аясында 2027 жылға дейін жалпы өнім көлемі мен еңбек өнімділігін 2 есе, салаға тартылатын жеке инвестициялар көлемін 6 есеге ұлғайту, қайта өңделген ауыл шаруашылығы өнімдерінің экспортын 2,3 есеге ұлғайту міндеттері қарастырылған.

Тұжырымдама жобасы ағымдағы жылдың ақпан айының 7 – 10 күндері аралығында облыс әкімдігінде облыс әкімінің орынбасары Ермек Кенжеханұлының төрағалығымен барлық аудан, қала әкімдіктерінің салалық орынбасарлары, бөлім басшылары, мамандарымен  жан-жақты талқыланып, 2023 жылға арналған 37 даму көрсеткіші ауыл округтері кесіндісінде, аудан/қала әкімдерімен бекітілді.

Сонымен, 2023 жылы келесі көрсеткіштерге қол жеткізіледі:

Егіс көлемін 860 мың гектарға орналастыру;

Бір алқаптан 2-3 өнім алу жобасын 9303 гектарға енгізу;

Жылдық қуаттылығы 40 мың тоннаға жеміс-көкөніс өңдеу, 17 мың тоннаға ет өңдеу, 37 мың тоннаға сүт өңдеу кәсіпорындарын ашу;

1000 бастан жоғары 13 бордақылау алаңын, 200 бастан жоғары 4 сүт фермасын ашу;

4 бірлік ірі құс фермаларын ашу және жалпы 270,0 мың басқа отбасылық құс шаруашылықтарын ашу;

4 бірлік тоқыма, тігін және 6 бірлік жүн, тері өңдеу кәсіпорындарын ашу.

Нәтижесінде, ауыл шаруашылығы негізгі капиталына 75,2 миллиард теңге, тамақ өнеркәсібіне 11 миллиард теңге жеке инвестициялар тартылып, жалпы өнім көлемі 1 триллион 127 миллиард теңгеге жеткізіледі (НКИ – 103 %).

Көрсеткіштердің орындалуы бойынша ағымдағы жылдың I-ші тоқсаннан бастап рейтингтік бағалау жұмыстары ай сайын жүргізілетін болады.

Сала бойынша негізгі 6 бағытты дамытуға басымдылық берілді.

АУЫЛ ШАРУАШЫЛЫҒЫ ДАҚЫЛДАРЫН ӘРТАРАПТАНДЫРУ.

Егіс көлемін 21,9 мың гектарға артып 881,8 мың гектарға жеткізіледі (2022 жылы — 859,9 мың гектар), мақта дақылы 46,3 мың гектар қысқартылып, дәнді дақылдар, оның ішінде: бұршақты дақылдар — 30,0 мың гектар (маш, лобия), дәндік жүгері 65,0 мың гектарға ұлғайту жоспарлануда, көкөніс, бақша және мал азықтық дақылдардың көлемі ұлғаяды. Ылғал, су үнемдеу технологиялары ендірілген алқап 52,0 мың гектар құрайды. «Бір алқаптан жылына 2-3 өнім алу» жобасын кеңінен өндіріске ендіру тұрақты жалғасын табады.

Егіс көлемін ұлғайтудың негізгі бөлігі Шардара ауданы «Жаушықұм алқабын игеру» жобасы арқылы 12,0 мың гектар суармалы жер қосымша қосылып, жылына 14,0 миллиард теңгенің өнімі өндіріледі.

ЖЫЛЫЖАЙ ШАРУАШЫЛЫҒЫН ДАМЫТУ.

Жылыжайлар көлемі 690 гектарға ұлғайып, 2259 гектарға жеткізіледі.

Нәтижесінде, алынған өнім көлемі 3 есеге дейін артып, 243,8 мың тонна өнім өндіріліп, Республика халқы қажеттілігі маусымаралық кезеңде 112 % қамтамасыз етіледі. (Республика халқының қажеттілігі — 217,2 мың тонна).

Оның ішінде, 500 гектарға жылыжайларға агроиндустриалды аймақ құру жобасы бойынша Келес, Ордабасы, Қазығұрт аудандарында жер телімдері нақтыланды, Сайрам, Сарыағаш аудандарында жер телімдерін бөлу мәселелері қарастырылуда.

Анықтама: Агроиндустриальды аймаққа 500 гектар жылыжай салуға жеңілдіктер қарастыру мақсатында, несие желілерін ашу, «Инвестициялық салымдарды субсидиялау» бағдарламасы шеңберінде фермерлік жылыжайларды инвестициялық субсидиялауға жөнінде Қазақстан Республикасы Ауыл шаруашылығы министрлігіне ұсыныстар енгізілді.

ҚАРҚЫНДЫ БАУ ШАРУАШЫЛЫҒЫН ДАМЫТУ.

Алма өндірісін арттыру бойынша қарқынды баулар көлемі ұлғайту жұмыстары жалғасуда. Жоспар бойынша егіс көлемі 4740 гектардан 8520 гектарға жеткізіледі (+3780 гектар). Облыс халқын алма өнімімен қамтамасыз ету 125,1 %-дан 153,5 %-ға артады (2022 жылы 125,1 мың тонна – 2027 жылы 160,3 мың тонна).

ЖЕМІС-КӨКӨНІС ӨНІМДЕРІН САҚТАУ ЖҮКТЕМЕЛЕРІН АРТТЫРУ.

Қазіргі таңда облыста жалпы сыйымдылығы 38,0 мың тоннаны құрайтын 20 бірлік жеміс-көкөніс сақтау қоймасы бар. Ал облыста жылына 1,7 миллион тоннаға жуық жеміс-көкөніс, картоп өнімдері өндіріледі. Сондықтан бүгінгі күні аудан, қала әкімдіктерінің маусым аралық кезеңде баға тұрақтылығын сақтау шараларын тиімді жүзеге асыруға мүмкіндіктер жоқ.

Осыған орай, Тұжырымдама аясында 142,3 мың тонна жаңа қуаттылықтарды құра отырып, маусым аралық кезеңде жылына 250-300 мың тонна тауар айналымын жасауға қол жеткізіледі.

МАҚТА КЛАСТЕРІН ДАМЫТУ.

Тоқыма және тігін өнеркәсібі дұрыс дамымағандықтан, мақта талшығының бағасы Ливерпуль мақта биржа индексіне тікелей тәуелді болып отыр.

Елде мақта талшығын терең өңдейтін 3 кәсіпорын бар («Azala Textile» ЖШС, «Azala Cotton» ЖШС, «Ютекс-KZ» АҚ). Бүгінгі таңда тек 2 кәсіпорын жұмыс істейді, облыста өндірілген мақта талшығының 18 %-ға жуығы қайта өңделеді.

Бұл ретте мақта кластерін дамыту үшін 5 жылда Мақтаарал, Ордабасы, Сауран, Шардара, Жетісай аудандарында 12 тоқыма тігін фабрикасын ашу көзделуде.

Нәтижесінде, мақта талшығын терең қайта өңдеу көлемін 17,0 мың тоннадан, 66 мың тоннаға ұлғайтылатын болады.

Мал шаруашылығын дамытуда мал мен құс басын арттырумен қатар, 1000 бастан жоғары 38 бірлік ірі бордақылау алаңын ашып, жалпы 126,2 мың басқа бордақылау алаңдарын құру есебінен, сиыр етімен облыс халқын қамтамасыз ету көлемін 120,1 %-дан, 173,9 %-ға ұлғайтуға қол жеткізіледі. Ал республика халқын қамтамасыз ету көлемі
13,3 %-дан 20 %-ға жетеді.

200 бастан жоғары 68 бірлік тауарлы сүт фермасын 26,0 мың басқа құру есебінен сүт өндірісі қосымша 98,3 мың тоннаға ұлғайтылады.  

Сонымен қатар, құс шаруашылығында 5000 бастан жоғары 365 бірлік отбасылық құс фермасын, 18 бірлік құс фабрикасын ашу есебінен, облыс халқын құс етімен қамтамасыз ету көлемін 11,6 %-дан 45% -ға,  жұмыртқамен қамтамасыз ету көлемін 45 %-дан – 60 %-ға жеткізілетін болады.

ҚАЙТА ӨҢДЕУ САЛАСЫН ДАМЫТУ.

Бүгінгі күні облыста жеміс-көкөніс өнімдерін қайта өңдеу бойынша 22 бірлік, ет өнімдерін қайта өңдеуде 8 бірлік, сүт өнімдерін қайта өңдеуде 23 бірлік кәсіпорын жұмыс  істейді.

Аталған кәсіпорындардың басым бөлігінің құрал жабдықтарының тозығы жету есебінен толық қуаттылықта жұмыс істемей, бүгінгі күні өндірілген жеміс-көкөніс өнімдерінің 0,23 %-ы ғана, ет өнімдерінің 12,3 %-ы, сүт өнімдерінің 13,6 %-ы қайта өңделуде.

Осыған орай, жаңадан қайта өңдеу кәсіпорындарын ашу, кеңейту есебінен жеміс-көкөніс өнімдерін өңдеу кәсіпорындарының қуаттылығын 96 мың тоннаға арттырып, өңдеу үлесін 0,23 %-дан 10 %-ға, ет өнімдерін өңдеу қуаттылығын 62,6 мың тоннаға арттырып, өңдеу үлесін 12,3 %-дан 34,0 %-ға, сүт өнімдерін өңдеу қуаттылығын 71,0 мың тоннаға арттырып, өңдеу үлесін 13,6 %-дан 31 %-ға  ұлғайту жоспарланып отыр.

Тұжырымдамада қарастырылған міндеттерге қол жеткізу үшін, жалпы сомасы 329,1 миллиард теңгені құрайтын 110 инвестициялық жобаны іске асыру жоспарлануда,
5 мыңнан астам жұмыс орны құрылады.

СЕРПІНДІ ИНВЕСТИЦИЯЛЫҚ ЖОБАЛАР

Атап айтқанда, ағымдағы жылы Шардара ауданында «Жылына 100 мың тонна жүгері дәнін терең өңдеу зауыты», Төлеби ауданында «Жылына 220,0 миллион жұмыртқа бағытындағы құс фабрикасы», Ордабасы ауданында «40,0 мың басқа бордақылау алаңын салу», Келес ауданында «51 гектарға жылыжай кешенін салу»,  Арыс қаласында «4 500 гектар жаңбырлатып суару технологиясын енгізу», Түркістан қаласында «5200 тоннаға жеміс-көкөніс сақтау қоймаларын» салу жобаларын жүзеге асыру жұмыстары басталды.
